As a member of the nonpartisan environmental policy lobbying group Citizens’ Climate Lobby (CCL), I thank you for commending CCL’s efforts in building bipartisan support in Congress for the proposed Energy Innovation and Carbon Dividend Act (EICDA). If passed, the EICDA would impose a fee on carbon-producing fossil fuels at their source, and those fees would in turn be passed along as dividends to taxpayers.
You are right to be “amazed” that this legislation has not moved more quickly through Congress, since, as you noted, it aims at putting money in the pockets of taxpayers while reducing fossil fuel use, thereby helping to address climate change. Similar legislation is now in effect in more than a dozen other countries from Norway to Uruguay and Canada.
Bipartisan action is necessary for the United States to make effective and durable progress in addressing the climate crisis. I look forward to reading about the efforts of my newly elected Congressman, Rep. Marc Molinaro, to bring about such action.
