To the editor:

Governor Hochul announced two surcharges on utility bills. The phase two surcharge is to pay non-low-income New Yorkers for the forgiveness of up to $2,000 in their utility bills. The Daily Mail (4/1-2/2023) reports that “The proposal for arrears forgiveness was presented by a broad working group . . .” Apparently missing from the working group are those New Yorkers who foolishly pay their obligations in full and on time. Missing from the article is a discussion of how the New York State Public Service Commission can levy this tax outside of the state legislative process.
