CATSKILL — A Greene County man was arrested on child pornography charges Friday for the second time in one year, police said.

Jason M. Carter, 35, of Catskill, was charged with possessing an obscene sexual performance by child less than 16 years old, a class E felony; and promoting an obscene sexual performance by a child less than 17 years old, a class D felony, said New York State Police spokesman Trooper Steven Nevel.

Carter was in possession of, and promoted images of an obscene sexual performance by a child under 16, Nevel said. State police started its investigation Dec. 11.

Carter was arraigned in Town of Catskill Court before Judge William Jacobs and was remanded to the Greene County jail, where he was held on $5,000 bail, Nevel said.

Carter was arrested on similar charges in July 2020, when he lived in Cairo, after police found images of children performing sexual acts on his cell phone, Nevel said.

Last summer, state police charged Carter with two counts of possession of an obscene sexual performance by a child, and three counts of performance of a sexual performance by a child.

The charges remain pending in court.
