Columbia County to vote on $9M in bonds for several capital projects

HUDSON — The Columbia County Board of Supervisors will consider issuing $9.78 million in bonds to cover the cost of several capital projects at its regular meeting Wednesday.

The board will consider a resolution to approve the issuance of $9.78 million in bonds to pay for the county’s commitment to the college’s capital project, for bridge and road work and improvements to the county’s new fire training center.

The bonds will be paid back over 30 years, said Columbia County Controller Ronald Caponera. Caponera does not know how taxes will be affected until new interest rates are released, he said.

The county committed to contribute $5 million to Columbia-Greene Community College’s $20 million capital project last September. The cost for the project is split between the state, Columbia and Greene counties, with the state picking up $10 million of the tab and the counties splitting the rest 50/50, Caponera said.

The college’s capital plan includes renovating the bathrooms to meet Americans With Disabilities Acts standards and updating the college’s fire alert and security systems, replacing the roof of the main academic building and replacing the HVAC heat pumps.

Another part of the capital plan includes renovating and repurposing a building on campus known as the Block Building for the college’s new Historic Preservation Construction program. The building has been used for storage and will need water and sewer to be hooked up for it to function as classroom space.

The county plans to spend $2 million for bridge work and $500,000 for road paving work, Caponera said.

“We spend about $2 million to $3 million on bridge work annually,” he said. “We usually spend about $3 million on roads each year.”

The county also plans to spend $2.25 million on renovating a building it bought at 50 Grandinetti Drive in the Gerald R. Simons Commerce Park in Ghent, which will be the home of the county’s new fire training center.

“We are going to put classroom space in the building,” Caponera said.

The county bought the property last July for $840,000 after it sold the Pine Haven Nursing and Rehabilitation Center where the last training facility was located.

The new facility will also store Hazmat trucks and an EMS trucks as well as equipment, which is housed in different locations across the county.
